The head, neck and the shading on the frills therein are beautiful. I like the shading on the chest scales; but the rest of the shading, quite frankly, needs a little TLC. You have the right idea, but wrong approach.
I love the highlights you use. The overall 'shininess' of the dragon's scales. Too many people don't make the contrast sharp enough in my eyes these days. However, the turquoise color needs deeper shades of dark blue for the shadows, and it looks like you left in some pencil marks on the shoulder, belly and legs.
One thing I would recommend is to do a study on draconic anatomy. Look at some good artists that do dragons all the time - Leundra, Dorudragon, Shinerai and Neondragon are all excellent artists that have very good anatomy.
Last of all are the accessories. I love them, most; the chains are epic win. But a few seem to lack shading. Fix that (and I just noticed the claws don't look shaded either) and you'll be one of the best!
