Random idea... in manga-style. 
We all know Toriyama-sensei sometimes makes decisions just to make his work easier, and sometimes to erase "errors"... I am convinced this "saiyan hair doesn't grow" came out because a fan asked him why Vegeta and Goku have the same hairstyle all the time, without changing it one single time. Before that, he would just have said "Well, the cut it off-screen", but here he couldn't. so the author come up with this statement. IMHO.
But what of it didn't come that way? I just wanted to draw Vegeta with longer hair.
