I was wondering: can't we take this pictire literally? I mean, instead of two countries (or one country going belligerant), can't the picture be simply of two siblings in bed, and one brother complains about the other cold feet jabbing on it. The brother who spanks his sibling has probably warned his bedmate to stop, over and over: but the one who's spanked ignores him, surely deliberately. Finally, fed up, he spanks his sibling on the bare bottom. That should end the jabbing. My guess is the spanker has customarily disciplined the spankee before.
