Just a simple comparrison between Earth's Elite Spartan II soldier against a battle hardened Maldorian elemental warrior.

Noble 6; recruit to Noble team, was sent to Reach to fill in the position of a fallen Spartan. Under the command of Noble Team leader Commander Carter S-259, Noble 6 carried out all issued orders up until death. Noble Six was the one who gave Earth a fighting chance to live by passing on the AI known as Cortana. With that in mind, Noble 6 handed Master Chief John S-117 his ultimate weapon in which to defeat the Covenant.

Vulgar Tyderius; fifth generation Maldorian Lord and 1st generation Tyderius God, was tasked with the survival of all that existed. Vulgar became an indispensable soldier after the attempted saving of Hydra 5. After the 3rd Dark Army war he and three others were awarded the three Medals of Galactic Honor. Vulgar, being as powerful as he is, is somewhat considered invincible. He died from an unidentified alien cancer at the age of 602 in the year 3637.

That said, if these two soldiers were to engage in both long range and hand to hand combat who will win? A genetically enhanced super soldier who fought against an army of Aliens, or an elemental warrior who faced down and killed the Prince of Darkness.

Noble Six loses. UNSC weaponry is worse than modern day weaponry, so long range isn't much of an advantage.
Hand to hand, Spartan-IIIs are chumps compared to S-IIs, and I don't think a S-II could last long against an elemental warrior who killed the freaking Prince of Darkness.
Hell, I think even a Forerunner Promethean would have trouble against [Vulgar Tyderius], and this comes from the race who's version of rent-a-cops are capable of ripping gigantic chunks of continents out of the crust and tossing them around, while a Promethean is the epitome of a Forerunner warrior.
