D3 skill ui

This is a quick pass at what the skill interface should look like post beta patch 13. The new interface is very restrictive and clunky to use. This retains the fluid interface of the previous while adding the hot bar icons next to the skill slots. The old runes are still present in this pass but the new "fiery"runes could be implemented very easily.
