Okay, you're a GIMP user like me, so brace yourself for a long, drawn out rundown. To start off, I really love the lens flare on her hat- that was a very nice touch. :D I have to agree with ~Sapphire-Sparkle about the edges, though. If you put them on another layer, as I normally do with things like that, I would suggest maybe lowering the opacity, choosing a different layer mode, or maybe both. To really get a nice effect, sometimes you have to try a lot of different things. And remember to always try duplicating a layer and combining two effects- sometimes it can do wonders. One more thing is the hair. I can tell that you used the smudge tool, because the hair has been combined with the transparency. Something I suggest for that is right-clicking the layer on the layers tab and selecting 'Alpha To Selection' and then smudging (unless you use a mask- then you have to select the white of the mask). But then that still leaves the crude edges. For that, I suggest my usual quick-fix for everything- the Hardness050 brush at anywhere from 10 px (for small things) to 37 px (for large things). For this hair, I'd probably suggest 20 px. Then you just (very carefully, making sure not to put the hard center of the brush on the hair) erase the edges. Also make sure to stop frequently, so that if you mess up, undo won't get rid of all of your work.
