The mermaids represent the beauty of the ocean and how humans have tarnished that beauty with garbage and junk. All that waste is killing the marine life and while they try to live the best they can in a watery world of garbage they're steadily getting sicker and sicker. The water is their air and they're being forced to breathe in pollution and swim in decay.
