It's a Double bass.
As someone who actually plays Cello and Double Bass, I can say it is without doubt a bass. My main argument being this thing we call an endpin. The endpin is a device that Cellos and Basses both use in order to hold up the instrument to the height they need to be at in order to play them properly. And endpin comes out of the bottom of the instrument and screws in and out in order to be adjustable for different people. On a cello, one has to put the endpin out a lot for it to be tall enough to sit properly, since you play the cello sitting down and it is about body size and needs to be held up there. On a bass, you just put it out an inch or so if you put it out at all, just to get it off the ground. On the instrument Octavia plays, the endpin isn't out very far at all compared to how it is on a cello, meaning she's playing a bass.
The top part, or "scroll" of a cello should also rest about where your ear is. On a bass should go above your head, as Octavia's instrument does.
Finally, the biggest problem: Cello is played sitting down and only sitting down. You only play cello standing up if it's a joke thing. And Octavia is a professional playing professionally, so I don't think she's going to be doing that. Octavia is standing like one does to play the bass. The instrument is proportionately the size of a bass on her. It's totally a double bass.
And before anyone even asks, yes you can bow a double bass.

Officially though Octavia plays the cello, as said by both Jayson Thiessen (series director) and William Anderson (series composer) as well as shown in MLP merchandise. Sure you can try arguing details, such as the instrument's size though of note is how it is shaped, with the tuning nobs pointing to the side... also points towards it being a cello.

Some fans have just decided to go with the idea that it is something of a mix of the double bass and cello. Myself, I just stick with what is official and what sounds more appropriate... which for me is seeing Octavia as a skilled cellist, not one who plays a double bass.
