Honestley.... I think that Majora>Discord
Discord's a bit too soft and I honestly don't think he'd go as far as attempting genocide.
Majora on the other hand was actually able to do so (if you fail) and do it in a way where the entire world feared him/her.
In other words: I think Majora is too corrupted to be taken down even by the EoH.

BTW: Majora's Mask is my favorite LoZ game.
