"Heya there! I'm Oliver Phillips. It's very nice to meet you!"

Oliver is a very hyperactive Pokémon in general. He's often in a good mood, and he has a somewhat optimistic (or romantic, rather) approach towards life. While he has [seemingly] good intentions, he often causes trouble due to his lack of awareness and control.

Oliver only thinks about the present, and - without even realizing it - himself; he rarely gives things second thought, and he lacks [some] common sense. He's bound to make mistakes, even (or especially) if he's made the same mistake in the past. Oliver is impatient and gets bored easily, and the moment something exciting, interesting, or shocking begins, he can't help but get involved [somewhat]. This is why he frequently gets into accidents.

He tries to keep himself active and busy by taking on a lot of tasks and activities every day. He's always on the go, and if he's not doing something, he's sure as heck going to find something to do. He is industrious, as well- he [tries to] give/s his 101% in everything he does. He tries to be perfect ("Perfect = Good Reputation = Attention") or make it perfect, but often fails in that regard because of his clumsiness and control. If it is an important enough task, though, he'll be able to focus well enough to do it properly.

Oliver is extremely curious, and is likely willing to listen to whatever tip, lesson, or piece of trivia you have for him. He doesn't retain most information absorbed, though, and he does shift interests very frequently. He can only keep his focus- his awareness, on the things he is really passionate about/cares about. Things like engineering and music, for example. He doesn't [easily] forget whatever he's learned in these fields, as these are important parts of his life [and it would be an outrage if he forgot something related]. He also believes in and welcomes change. He can accept new and unique ways of living, even- if not especially- if it breaks the rules of the old.

He's outgoing and very approachable, and that's because he craves attention and companionship; he hates being lonely. He'll wander the island if he has no one to socialize with, and look for someone new to add to his list of friends. He's not picky at all- he believes everyone and everything has good in them. He lacks tact, though, and while he thinks good of others, what comes out of his mouth may not be pleasing to hear on the other end. He does not mean to insult or hurt other Pokémon, but he can be too honest.

Oliver wants to be in good relations with everyone, as he wants an excellent reputation as a citizen- he believes with reputation, comes attention. He can compromise his own goals, just so he can be in good terms with another Pokémon. If someone clearly dislikes him, he'll go great lengths to please and persuade them into befriending him. He keeps his heart on his sleeve and he's not used to [direct, purposeful] insults. This is how easily he can be hurt or be brought down. However, he is extremely submissive, and very forgiving; he would rather keep a disloyal or mean "friend" than lose a friend at all.

He is very trusting- an open book. He is so used to honesty, he can't tell a truth from a lie. This is why he's gullible- and a great target for con artists. On his end, it's difficult for him to lie, even if it was for someone else's good. (He's just bad at it.) He's very bad at keeping secrets as well. He can be very concerned- or nosy, which is actually more accurate- and cannot stand having his friends "suffer in silence". He's willing to help them out with their problems, though sometimes, if not most of the time, he makes everything worse. He does not engage in acts that he thinks would tarnish his reputation or bring him negative attention. (He can be tricked into such, though. He's just that gullible.)

He can get scared, though, mostly by things he is sure of [exist] or what can't be controlled. Creaks or bumps in the night won't faze Oliver; they'd pique his curiosity. An apparition appearing right in front of him, though, will scare the living daylights out of him. And (as mentioned earlier) he's scared of the [supposedly bad] things he cannot control, such as death, and terminal illness. He is also very afraid of someone or something hurting him, physically or emotionally.

On the early morning of November 24th, nearby the docks of the ever bustling Castelia City, Oliver was born into big community, full of folks from all walks of life.

A city full life and energy, much of Castelia's citizens craved excitement, pleasure, companionship, attention. And Oliver was no exception; attention was something he craved very early in his life. Being a part of an huge [extended] family whose members had their hands full, it was for hard for him to earn. At first, he began to attempt silly, mischievous acts to get their attention; they certainly did, but the attention he got was not the kind of attention he was looking for. He hated the [somewhat huge] punishment and noisy scolding, and quickly stopped. He then took to helping with the household chores and spending more time with his parents, when he noticed how doing these pleased them.

Around the time he was about 4 years old, his father frequently took Oliver to see some of Castelia's highlights, especially a special transportation factory which regularly hosted tours.

"Dad, dad! look at the 'oddobil!", he would point to the newly manufactured automobiles. "And look at the boat over there," he would drag his father towards the viewing window. "And what are those, dad?", he would ask about the aircraft being tested. On the way home, he tended to stop repeatedly and watch the automobiles pass by; sometimes he'd halt when they were crossing the street. He'd be dazzled by the shiny headlights, the intricate detail on the hood, the sound of the engines roaring, ready to take their passenger anywhere they wanted to go... and then he'd effectively be pulled away to the sidewalk. Another favored part of his routine would be bedtime; loved to take a bath (bubbles were, and still are, very fun), and his mother would read a story to him and his baby sister. After that, she'd lull them to sleep with a lullaby, and play a music box when she left the room.

He wasn't the smartest kid, but he did fair in his studies. He was naturally curious- always eager to learn. However, much of the information he'd learn was pushed to the back of his head, and tests were always hard because he barely remembered anything. What saved his grades was how early he finished and submitted projects (though sometimes they broke or he'd miss an important detail), how punctual he was, and how much he crammed studied just to pass his tests. He was often recognized for his efforts, and he loved the reputation he was earning.

His favorite subject was music; as much as he loved Castelian city life, he disliked the discord of its sounds (his big ears are rather sensitive). Music class was an escape, and he really enjoyed every minute of it. He also liked to make his own music, choosing to practice the flute because of its lightness.

Oliver's parents were hard workers. They wanted the best for Oliver and his sister, just like any other loving parent would. They often got promoted, and soon they were respected by their co-workers and fellow Castelia City citizens. But the higher they rose up, the less time they got to have with their children. By the time Oliver was 12, and his sister, 9, they were rarely home. Whether it was an urgent meeting, a business trip, or a convention somewhere in the city, the children saw their parents about once or twice every week. It was hard for him to lack their companionship, and he missed their parents dearly. He'd stay up late at night just to wait for them to come home.

But in spite of their absence, Oliver didn't feel alone. He often talked to his sister, Raquel, and did just about everything with her; they'd read Romantic Comedy Novels together, clean the house together, go to school together, go out to get breakfast, lunch, and dinner together- because neither of them knew how to cook-, even bump into walls together. She'd look out for him, and he'd look out for her. He grew up a little, because of her. They may have had different interests and ways of looking at life, but the two really bonded.

As much as he loved Raquel's company, he still felt... bored. He wanted to keep himself busy, so after school, he would go out and tried to make friends with various Pokémon in the city. He wanted to meet all the different faces and personalities this city had to offer, and wanted to meet them immediately. He always brought her along, partly to take care of her, and partly to bring her along to enjoy the city alongside him.

On one of his "frescapades" (friend + escapades), he got separated from Raquel (which was pretty much his fault). After looking for a rather long time, he ended up on front of the transportation factory. He grabbed all the change in his pocket (meant for getting some Casteliacones, 'darnnit) and bought a ticket for the next tour. It'd been long time since he took a tour, and maybe going on one would calm him down, clear his mind. "Maybe I'll find her soon enough," he passed the usual stops, and his mind began to wander. It was... something that never happened before. What did he want to be in the future? Where he did he really want to end up?

As he watched the newest ship model go off on a test, a wave of nostalgia came over him. "Whoever invents these should be proud," he went closer to the viewing window. "All these transportation machines, they can take their driver whatever place they want to go, and fast. They can help someone escape danger, or save a life!" He stepped closer. "Maybe if you need to get to a meeting on time, or you want to see someone you miss, or maybe you just need to go somewhere," and closer. "Or, or, you can pack your stuff and explore the world," and closer. "...These machines are just amazing!" His voice was muffled; he went too close, and his face was on the glass. At that moment, he knew the answer. He hopped throughout the rest of the tour, and when it was over, he actually forgot the reason why he came on the tour in the first place. Fortunately, on his way home, he found her writing on a piece of paper, near an alley.

He was bored no more. He took the time to visit the library, and grab as much books he could read on engineering. Raquel would tag along, usually bringing some notebooks for the both of them. He never really knew what exactly she was reading or doing there, but as long as he could see her, everything was fine. He also decided to further practice his music skills; he still needed more activity in his life. He was beginning to master the flute, and he tried to learn to play other instruments.

He frequently went out and socialized with and helped others, gaining attention and a better reputation wherever he went. He had no idea, though, that he was constantly being conned by some of his new "friends". He also had no idea that some of them didn't really like him at all. ("Too impulsive for my taste," "Tch, such a rousy 'mon," "He's so nosy- even when he doesn't have a nose," "What am I doing here? Where's my pizza?" "I'd rather do my research than hang out with him,") He was barely lied to before- and he thought everyone he knew was sincere. It was also around this time when he started to get curious and concerned about all the new "acquaintances" he'd made. He'd stick his no- wait, Meowths don't have noses. He'd mind other Pokémon's business, even if it was touchy. Maybe he was too dense, or maybe he was too "concerned", to notice how rude and annoying he was being. Well, "Ignorance is bliss," they say.

He was certainly living like a Castelia City citizen; he put a lot on his plate, and was always on the go. He was very pleased with the direction his life was going so far. Though he wouldn't have been as pleased as he was, had he known a certain someone ran off every night, doing Arceus knows what.

"The Mauville University of Engineering is currently accepting applications for its 'Early Learner' Scholarship Program!" A big poster was tacked on the city Bulletin board. "The 'Early Learner' Program is a special student orientation for exceptional yet young Pokémon who possess potential in the world of Engineering." He grabbed an application form. "Pokémon who are accepted, will undergo 2 years of orientation, then will be eligible to take a full course with out paying fees." And ran home as fast as he could. "Applicants must be over the age of 10 and under the age of 18."

He eagerly filled the form, and ran up to the desk set up in the city park. He went back and forth to grab documents he apparently forgot to bring, but by the end of the day, he had his application all set. "I hope they let me in! I can't really wait any longer," he sat down. "I've never been outside Castelia before, and Mauville really sounds like a nice place!" He began to imagine how it would be like to be accepted. Traveling to a new place, meeting new Pokémon, discovering new cultures, leaving the city for once... "Oh...", he had forgotten about Raquel.

He couldn't possibly leave her alone. She was a mild-mannered Purrloin, yes, but she still got into trouble in her own way. What worried him even more, is that he didn't want her to feel alone. It was hard for him to bear their parents frequent absence- the thought of being all alone with no one to talk to... It was really unthinkable feeling for Ollie. No, there was no way he would leave and let her bear with that feeling. If he couldn't bear it, how could she? "Oh darn."

He felt guilty for days and days. He tried to get his mind off of it by studying and practicing harder, but it was no use. He wanted to go pursue his dream, but he didn't want to leave her behind as well. She didn't have enough interest in Engineering, and he couldn't force her to apply as well. "If I get declined, at least I'll have no excuse to leave."

He started to visit the city's docks. He never visited them often; he reckoned there'll be new faces and stories over there. And he was right- he listened to various tales of different passengers, sailors and captains. The world seemed more exciting than ever, and he was even more conflicted. "I want to get out of here and see the world," he'd gaze at the sea ahead. He tried learning new things, like knots or different ways to fold a napkin based on region. None of the information stuck, sadly. He did learn how to swim there, though, and it was a good thing he cared enough to remember how.

One night, he stayed at the docks longer to practice this "interesting knot that looks like a Pikachu". "Hah, I did it!", he waved the small knot in the air. Just then, a bunch of masked Pokémon ran by, carrying a bunch of black, bulky bags. "Eh?" He watched them run away in shock- because he'd never seen a heist being pulled off before. "... Thieves....", he was about to run the other way- Arceus knows what they could do to him- when he spotted a familiar shape in the distance. "What the?!" He was even more shocked to see her running... in the same direction as the thieves were. "Rackiepoo?!"

"Ol-", he watched her slip and fall into the water, and dived in to save her. "What the heck wer- are you doing?" She was barely floating, but as he got closer, he noticed she was trying to keep a notebook and pen out of the water. Luckily, he grabbed her in time and took her back to the pier. She couldn't answer him immediately; she just shook her head and shivered. He looked at the slightly wet notebook with a pen attached to it. "What... What's going on?"

Law enforcement caught up, and the two were taken to the city hall for questioning. It turned out that she was following the thieves because she wanted to watch and study how they would escape, not because she was involved in the heist. This still raised eyebrows, but she was proven innocent by another witness or two who spotted her watching and writing notes as the thieves pulled off their scheme. He couldn't believe it- she was sneaking off every night to watch crimes take place and study them. But in the end, he was glad that she was safe and sound.

The two offered to help the authorities clean up and repair the damage done. Soon, everything turned back to normal. Their parents were shocked to hear the news about their close encounter with criminals, but continued to let the two be when they found out they were doing well off otherwise. On the day everyone finished off the repairs of the bank, the two siblings decided to celebrate with a hearty lunch at a nice café.

That afternoon, arriving home, Oliver rushed into the house, ready to rest his butt off. And he slipped on two envelopes that were slid into the door. He quickly got up and inspected them both; one was a clean, white envelope with the crest and seal of the Mauville University of Engineering on it, and the other was an tattered, old, unmarked envelope, with a golden gear seal. He put the latter down and excitedly opened the former. "Greetings," he shook so hard, his sister had to hold him to keep him steady. "Thank you for applying. The Admissions Department has reviewed your application, and has come to a final decision," he took a deep breath.

"We have come to the decision to accept your application and admit you into the program, Mr. Phillips. We have reviewed your application form, as well as your grades. We also read the desk's remarks regarding your attitude and behavior. Ultimately, we find that you possess the potential we are looking for," he ran in circles, waving the letter back and forth. He couldn't believe it at all. "I got in, Rackie," he suffocated embraced her. He read the rest of the letter for more details, and hurriedly grabbed his belongings. He was about to pack until he saw Raquel pick up and stare at the dirty envelope. "Oh, gosh... Raquel...", he went and hugged her again. "...Hey, what's it got?" She carefully opened the envelope, took out the letter, and the two of them read it together.

"Woah..." he was at a loss for words. It was unbelievable- of all the Pokémon to be invited to an mysterious place, it was them! He couldn't help but be really curious about the island; what was their technology like? How about the inhabitants, their culture? How come he never heard of it before? But whatever "Steam" was, he wanted to know. This time, Raquel joined in on the excitement and they both did a little, wacky dance (which almost broke various furniture).

"Ollie, I can't believe it! You and me, both going off on our own adventures,"she slammed her suitcase shut and grabbed a piece of paper. "You get to go to Mauville, and I, to 'Steam'!" He watched her take her pen and write a letter to their parents. He looked at the acceptance letter from Mauville Univesity, and looked at the invitation letter from Steam.

On one hand, he wanted to go ahead, participate in the program, get a formal [engineering] education for free, and possibly achieve his dream of being a transportation inventor. Aside from that, he could make friends, and discover new things. On the other hand, Steam sounded extremely exciting, and he loved the idea of going on an adventure with Raquel. Not only that, he was concerned that no one would look after her, and she might get herself into trouble.

He packed his things, and looked at the two letters once more. "...But... The Scholarship Program...." He took a paper and pen for himself. "I'll... write a letter too."

They sealed their letters and left them at the dining table. They cleaned up the house, and made sure no business was unfinished. Oliver locked the door, and they both headed for the docks with their things. The siblings held hands, as they looked around. They noticed other pokémon, bringing their belongings too. "Look, Rackie!" He pointed to a pier; a brass ship was nearing. They joined the crowd, and Ollie was in awe as the ship got closer. "Hold tight, sis," the Scratch Cat Pokémon tightened his grip on her paw. "You might fall in the water again." He helped her get on the ship, and hugged her once more.

"Ols, be sure to write to me," she hugged him tighter. "'Cause I'll be sure to write to you...." She let go, "Ol? The next ferry to Mauville is over there."

"Um," he giggled and messed her fur, "I don't think we'll need letters."

Steam was going to be more exciting, anyway.

:iconnormaltypeplz: Assist
"The user hurriedly and randomly uses a move among those known by other Pokémon in the party."
- A bright white aura shines around Oliver. He then performs a random attack that one of his friends know.
- Outside of battle, he attempts to emulate a move of a friend, for whatever reason he may need it for. Since assist calls for random attacks, most of the time the attempts fail and mess things up. (And knowing Oliver, he always forgets this fact.)
- Note: He has to see his friend use the attack before his Assist can use it.

"The user slashes the target the instant an opportunity arises. Critical hits land more easily."
- Oliver quickly grows claws made out of dark matter, and slashes the opponent with them, whilst leaving a trail of dark energy behind.
- He uses this move very often; he uses it for a wide range of things like, slicing fruits and vegetables, cutting sandwiches, removing the crust off his sister's sandwich, carving wood, cutting rope, engraving "Ollie rulez" on the cabinets, and all that neat stuff. He prefers this over using his actual claws for various reasons.

"The user stores power, then attacks. If the user can use this attack after the target, its power is doubled."
- After being hit, physically or emotionally, Oliver's eyes turn red and he grows claws made out of red matter. He runs toward the opponent and slashes him/her with them many times.
- When he's involved in a battle of the sorts, he uses this after he gets hit, instinctively. Outside of battle, he [unintentionally/instinctively] uses it after being directly insulted, and on the Pokémon who spoke the insult.

"Numerous coins are hurled at the target to inflict damage. Money is earned after the battle."
- A gold aura surrounds Oliver as he starts waving his arms. Giant gold coins appear out of nowhere and start floating around the Meowth, then he closes his eyes. He reopens his eyes, now colored and glowing gold. Simultaneously, his head amulet glows gold. He rushes in with the coins following him, and Oliver tackles the opponent along with the coins and leaps back, hitting the opponent more by controlling the coins. The stronger he is, the longer he can control the coins and hit the opponent more. After this, the coins fade away, and Oliver becomes really exhausted.
- Alternatively, he can use the move to generate [a few] real gold nuggets out of his head amulet. (that you may sell) He only does this in emergencies, though, as using the move in this manner will cause him to pass out for a long, long while. (Last time he used it this way, he was out cold for three weeks.)

- He goes by the nicknames, "Ollie", "Ol", "Ols", and "Olliepoo"; the last one being used endearingly by his sister. :meow:
- He and his sister are rather well off; though Oliver still has to work, in case they won't be able to receive money from their parents in Castelia.
- He doesn't mind getting wet, as this feels refreshing. He really likes bath time, and sometimes, he'll grab a Romantic Comedy novel or two and read them in the tub.
- He can go up to a week without sleeping. All he needs is some good hot cocoa (coffee's too bitter, blegh), and a full schedule.
- He's attached a watch (made by a friend) to the strap of his bag (which he brings often). He'd rather not get a normal watch, because they're too fragile an accessory to be worn.
- He prefers sweet food.

- He uncurls and curls his tail often, to "train" it. This is why he is able to use it to pick up small objects, like a purse or a small box.
- Sometimes his tail picks up something, without him realizing so until he notices the item. (He rarely checks, and he can have the item hanging around in his tail for days.) So far, he's picked up little things like berries and machine parts; however he's a little worried he might accidentally steal something of actual value, like money or a small product. This mannerism is caused by his ability, Pickup.
- One can use shiny, metallic objects to immediately grab his attention. (Especially with machine parts) It's just a, natural, instinctive, Meowth, thing.
- As mentioned earlier, he has sensitive hearing. He's gotten used to a loud environment, but he can't stand noise that's directly beside, in front, or at the back of him. This is one of the reasons why he dislikes fights and yelling.
- Raquel's "Top #3 Reasons Why Ollie uses Night Slash": 1) It hurts to use his real claws, 2) Night Slash gets out quicker, and 3) He has much more precise control over Night Slash than his real claws.
- It's a big mystery why he can smell or breathe without a nose. (Or at least, drawn without one. :XD:)
- There was this once incident where one of his "friends" tried to steal his head amulet and sell it for money. ("I had no idea why she did it- she just kept on yanking and yanking," he sniffs. "It hurt so bad... I don't... I just- I don't want to talk about it.") :B

- For anyone who is interested :eyes:, he is pansexual. :dummy:
- He is a certified, hardcore shipper. often gets himself involved in the romantic relationships of his peers (his sister included). This sort of behavior tends to annoy and/or embarrasses one or both of the parties involved. CheRye ftw.
- He, is also prone to having lots of crushes. It's mostly infatuation, though.

- With his current knowledge [in engineering], he knows how to fix a lot of mechanical problems. However, he does not have the ability to design, invent, or build a device/machine of any kind, from scratch.
- He's mastered the flute well enough that he can memorize and play a lot of songs. He has very basic experience in other instruments, though. (He also has this [kind of] falsetto singing voice.)
- He's a bad cook; he lacks the patience and dexterity needed to follow a recipe. He can only prepare really simple food, like sandwiches.
- He's a rather bad dancer alone, but he can dance properly if: 1) the dance is choreographed by someone else, and 2) if he had [a lot of] practice prior. However, it's still a good idea not to ask him to dance.

- He was named after heroes Oliver Twist and Philip "Pip" Pirrup, from Charles Dickens's Oliver Twist and Great Expectations, respectively.
- Coincidentally enough, I gave him the same birthday as my grandmother. (I just realized this fact now.) :B

"It's a bit hectic, but it's home."



:bulletwhite: Heart Chart | He has already met some Pokémon on the island, and has started to forge some friendships.
:bulletwhite: He currently works as a host at the Stopwatch Café.

:bulletorange: He arrived on Steam around the time a serious, island-wide crisis had started. During this crisis, Oliver got himself known a little bit, had his first taste of battle, and possibly his first taste of hatred for something that isn't "Jimmy's Super Instant Coffee". It was also during this event that he got into an incident in where he nearly lost his life.
:bulletorange: A year later, he was mind-controlled for a few weeks. He spent his birthday without his sister, after she was turned into a Puppet herself. In spite of such circumstances, the siblings had a revelation and plan to call Steam home for a long, long time.

:bulletwhite: After a certain incident, he believes that he is no longer permitted to set foot in the Town Hall Library. (Which is true.)
:bulletwhite: He's grown a few in the past few months, even donning a goatee.
:bulletwhite: Over his year at Steam he's been trained at the Stopwatch Café to be less clumsy, and due to past events he's been training for battle.
:bulletwhite: He's got slightly better reflexes but his attacks are still very weak.
:bulletwhite: Nearly a year of little interaction with a certain Delcatty and a mission for a spell later, he's now permitted to enter the library.






:iconimsotiredplz: Okay, folks. Here's my re-filled application form for my Pokémon Character Oliver, in the Steampunk themed Anthro-Pokémon RP Group, PKMN-Steam. :phew: (I worked hard on this new application for days. :stare:)

I did a good overhaul of his back story, because I found his original back story highly unrealistic and annoying. (Seriously, a young Pokémon living on his own at age 13 without any financial help? Without the need to steal from or con people? How do I even. :stare:) I also wanted it to go hand in hand with his personality, and vice versa. I just think that if I still went with the original back story, I'd have an Oliver with a much different, personality. And his personality is something I'd rather stay true to.

I also found his original personality information bland, messed up, without any solid traits whatsoever. I revolved around his rash and impulsive nature, but I was the rash one to not plan his true personality out when I first applied. My mistake resulted in a boring, confusing, too inconsistent a character who was hard to role play with. It resulted in some disinterest in the group, for a while, and the only thing I cared for was the other characters and their adventures. :stare: Cher the Zorua and Nakia the Delcatty is my new brotp, by the way.

I tried to give him a better purpose [personality wise], more convincing flaws, and a huge problem in his personality he has to overcome, before he can really achieve any of his goals. In short, I wanted to give him a whole lot more room for character development, at the same time stay true to his impulsive nature. I reckon that, with a better idea of his personality, I can role play with him better, and enjoy it more. :la:

I had a lot of fun with re-drawing Oliver. I gave him a new outfit, that's surprisingly easier and more fun to draw than the original. It was a lot of work, though. Especially in the inking/lining of the sketch, what with the wacky, curvy drawing style I used. I did enjoy messing around with the final touches and details, such as the finishing texture and his eyes. Speaking of the texture, I was actually messing around with some custom brushes I made in Photoshop, and didn't use a real texture. I think it made for a really great and grungy texture, which I think captures a steam punk essence, of the sorts. :w00t:

Anyhow, I have not much else to say, but I hope to be more active in the group soon! :love: I may upload most of my PKMN-Steam related art as scraps, since I reckon most of you wouldn't want me to flood your inboxes with such material. (I plan on uploading a whole lot of art; I gotta be active to stay in the group and enjoy it! :B) So for those of you who may be interested, I suggest watching my scraps or the group. :meow:
