Yep, it's once again Rarity! This vector is from the last episode, Rarity Takes Manehattan, right after she bumped into another pony ^^.
Update: I added a tongue, filled a hole in the part of her mane behind her foreleg and made a few ends of strokes thinner! And now, I fixed the shadow of her legs ^^.
