It's the Winter Soldier looking through files trying to figure out who he really is and what happened to him.
Too bad he probably won't find much because the artist doesn't really know! (I didn't watch any Captain America movies yet LOL!! Poor Bucky!)
Did he sneak into a classified office late at night to check out his files? Did this happen in the movies? WHO KNOWS (not me! xD )
Fanart is rare for me, so usually I only get to do it through requests or commissions. lol

Okay, so your pencil art is ridiculously awesome. I'd give my right arm to be half as talented as you (if that wouldn't, you know, prevent me from sketching anything at all)!
