Sorry it's so small. I did the entire drawing zoomed in 200% and didn't even notice. I was super tired, I guess.

In this drawing, Casper is waiting by the lamppost where his previous owners left him. I went a tiny bit overboard on the fluff. ^^;

First things first. I can tell that you are an experienced artist. You have probably been drawing dogs or at least propotions for quite some time, because this, i sreally good. I can't pin-point any of the propotions that I don't like right now so I'll try to look even better at it later in this critique to see if I might find anything about them witch I don't like.
I really have to comment the fur - it makes him look supercute! Personally, I like furry dogs, but don't go totally overboard. Then you disguise your welldrawn propotions. It's okay for the tail and neck and yes well kinda okay with the legs too with so much fur, but I don't think any dog would have fur like that on his or her back. It looks like he's either a little dirty\shabby\mad (because dogs are raising their hair on their back when they get protective) - and I don't think you wanted him to look mad. This is just a tiny little detail, don't misunderstand the fluffyness is supercute, but others might not see it that way - everyone has their taste.
The motive is very sad too, I really feel sory for the poor dog who's desperatly hoping for his owner to return.
The pink, bright light in the sky makes more life in the drawing, or it's probably more right to say that the light gives more life to the background. Since the background is so empty, grey and sad. Personally I would've added some more details on the right in the background, because it feels very empty compared to the rest of the drawing. If you look at the left side, you see that lamppost, and then the dog and then nothing. Just grey and blue with some white spots. Next time you can focus a little more on the balance in the picture so nothing feels empty.
And then there's this thing about your drawing that I don't get. Why is the picture formed as a bubble? It reminds me of a thinking bubble. This is just something I noticd, because I wanted to see more of your drawing. If you want it do be formed like that, its cool too, but maybe you could've made it more defuse so that you don't go directly from grey\blue to DeviantArt's background color.
The shading on the dog is really good. You have one of these artstyles where the shading looks very realistic, and I fancy that really much!
And also, I was wondering about the sky. What are those white spots; snow or stars? If it's supposed to be snow, then you should let it snow over the whole drawing and not just the sky. However if it's supposed to be stars, then you could make them more shiny and maybe not so big as some of the spots are.
I don't know if you felt that this was more negative things than positive, but the "negative" things I've commented are mostly small details that I suggest, you don't have to do any of them, your drawing is already on a really high level!
