Description

I made a tutorial for those new to Blender before somebody lures them to use X-rated games or pirate Meta.
Setting Blender to moonrunes is better if you don't want to rig in PMD/XE or you can't run PMD/XE. If you see boxes instead of the moonrunes, use fonts with Japanese support, install Japanese language files (or Linux if you can't find your WinXP CD).
Also, saying goodbye to the scary gray theme and installing MeshIO (or Blender2PMX) can be tricky for a beginner.
PS: save your settings every time you change a theme or activate a plugin.

I don't think you need to set the language in Japanese, of course you need to enable international fonts to see Japanese characters, but as far as I know there is no need to change the language too. At least it is not necessary for sugiany's Blender MMD Tools
