Excuse me, but could I ask, why these two inmate girls are chained when they are inside their cell?
As I understand it is not a punishment cell because there are two inmates, and in the punishment cells every inmate must be locked alone. So it is an ordinary cell for a girls who were jailed for minor crimes (if the girl is just a thief). So why they are still in chains?
