To top or not to top?

That question has been the debate of many a mermaid artist ever since time immemorial: whether to make mermaids - especially little ones - wear something over their bosoms or let them go around "au naturel".

This "comparison piece" was made in response to a journal AxelGripp made--> The Case Against Bras for Mermaid ChildrenHello users. A common complaint I sometimes get about Down Under is that the protagonist, Emily, is completely topless as a mermaid, which is apparently taboo if your a female anywhere over the age of... I don't know, 1? This has brought up some controversy on what constitutes as appropriate.
Mainly this is due to Disney's portrayals of mermaids. They had to stay PC so they never showed a female mermaid of any age with an exposed chest.
...Or didn't they?

You probably noticed that the female character didn't have nipples drawn on her. I suppose that is wher regarding how PC this world has become as far as little girls are concerned.
First those meddling politicians attacked the Coppertone Girl for not wearing a top and letting her dog tug on her shorts, and now they make the Disney people cover little mermaids' chests...This despite the fact that they look just like boys' chests.
