Powers: Chaotic Physiology; Supernatural Regeneration; Supernatural Flailmanship; can force his target to see the evil side of their own soul through eye contact; can become stronger, faster, more durable, etc. as he's been inflicted damage onto himself, which also unlock abilities related to the affinity; After shedding some of his own blood, The Penitent can use it to do feats such as create portals and constructs out of his blood.
Equipment: A small knife to quickly shed his blood & The Flail of Penance - A three-headed flail that can extend it's chains to increase it's reach and also the spiked balls on the end can break through many types of defenses such as armor, magic barriers and invulnerable skin. The Penitent uses this flail to flagellate himself as part of his penance.

(--"When you hear the sickening sound of flesh being ripped and flagellated in The Ever-Changing City, that is the sign that The Penitent is near. The Penitent is an entity that hardly anyone knows anything about, as usually they only see him/her/it slowly walking down whatever path it happens to be on, striking its own back with it's flail. And people who see this blood-stained individual always make a path to stay out of it's way. Though whenever someone does a misdeed, mostly when someone does a crime or something more horrible, The Penitent will detect that and will go straight for that person via it's Blood Portals, which it creates by using a knife to stab it's own hand.

How it knows where it's target is and what their crimes are, no one knows. All that is known is that The Penitent usually leaves it's targets with bleeding lashes all over their backs and a couple of broken bones, usually their kneecaps.

The only "person" who has ever had a conversation with The Penitent besides the criminals it hunts, is the hungry hero, Dubya. Though their conversations were always one-sided, since The Penitent always remained silent, though it does seem to "like" Dubya enough, since the blue-hooded hero does make the blood-stained punisher a sandwich whenever they meet, which The Penitent actually accepts, pockets it, and continues on it's business.

Some people have suggested that maybe it does it's job of dealing punishment to criminals for it's own penance, seeing that it does also strike itself repeatedly with it's flail when not on the hunt.

One of the recurring targets for The Penitent is one of the defenders of Hellington, the hero known as Roast Spider. For what crime he did, people can only speculate."--)
