063 BUIZEL line

The second line out of 12 regional variants for my Juore Region.

Buizel and Floatzel were easy ice-types for me. Considering there are already types of snow weasels and ferrets around the world. I also designed their buoys to look like a scarves (which was originally a deep red and white). But was changed late to a dark teal which fit the design better imo. Lore-wise, they shifted from the water-type to the ice-type, when the streams and rivers they lived in ran too far south (cold part of the region) and they had to adapt to live amongst the frozen creeks and riverbeds.

ICE OVER: Ice Type Status Move. PP: 20, ACC: 100% The target gains the Ice-type. (An ice-type Forest's Curse/Trick-or-Treat)
SNOWSTORM: Ice Type Special Move. DAM: 130, PP: 5, ACC: 90% Lowers the User's Special Attack by 2 stages. (An ice-type Overheat/Draco Meteor/Leaf Storm)
