If it's so great why doesn't he ever use it? In all seriousness... for what site stats are worth (so, nothing), Great Cross-Z seems to be considered only slightly stronger than Cross-Z's first form, so the fact that he uses Cross-Z Magma instead is reasonable.
Basically this form is kind of a nothing and doesn't really deserve its title or Evol colors. Alas.

From what I saw in its debut, it was more symbolic than practical. Ryuga taking back the piece of himself that Evolt stole, and simultaneously declaring himself a separate entity (the Evol Bottle changing colors).
